Job Summary


The Health Information Management Applications Specialist is responsible for serving as system administrator for various HIM applications and a technical resource for all Houston Methodist hospital campuses. The HIM Applications Specialist evaluates the applications and monitors for efficiency, making adjustments when necessary to ensure optimal performance.  The HIM Application Specialist has special training and knowledge of system functionality, build, and processes and serves as a liaison with the Information Technology staff, bridging the communication between them and Operations.

PRIMARY JOB RESPONSIBILITIES
Job responsibilities labeled EF capture those duties that are essential functions of the job.

PEOPLE - 20%
1. Serves as a resource to HIM staff, physicians, and other external customers on topics relating to record processing, transcription, and record completion.  Communicates effectively, follows-through, and resolves matters. 

SERVICE - 20%%
1. Serves as HM HIM liaison to IT for development of interfaces and electronic document feeds between other systems and HIM applications with ongoing monitoring of electronic document feeds and reporting of any issues.  (EF)

QUALITY/SAFETY - 20%
1. Monitors application processing of work flows, work queues, and traffic for the HM HIM, and other departments (e.g., Case Management, Performance Improvement, Cancer Registry) to maximize imaging system performance; communicates issues to HIM departments and IT for necessary action.  (EF)
2. Performs analyses to determine HIM business requirements and user needs for developing HIM information system solutions.  
3. Gathers, trends, and analyzes data concerning HIM related practices and responsibilities. 
4. Maintains and monitors Image Engine System Administration functions for all HM HIM departments:  (EF)
a. Users , group access
b. Jobs - fax failures, DCS batches
c. Forms - new batch types, document rules, barcodes  
5. Develops and reports metrics for HM HIM related to transcription, physician activity, and imaging system functions.
6. Monitors MPF imaging system access for HMH HIM.  Performs audits of access as requested by HIM Management, Business Practices, or IT Security.  (EF)
7. Maintains external imaged record server access for HMH HIM; performs user audits as requested by IT Security.  (EF)

FINANCE - 20%
1. Initiates recommendations and implements performance improvement strategies as a result of data analysis.   

GROWTH/INNOVATION - 20%
1. Develops or modifies application workflows for HMH HIM and as requested by all HM HIM and other hospital departments, to optimize operational efficiency and improve business processes.  (EF)
2. Identifies, plans, and implements with the assistance of IT, electronic solutions at HMH relating to HIM and the transmission of health information, physician communications, and physician record completion.  (EF)
3. Manages HMH HIM medical record transcription functions:
a. Monitors report turnaround time and quality, accuracy of billing and vendor contract terms;
b. Monitors and reports physician concerns and issues related to dictation and transcription;
c. Monitors and reports employee concerns with vendor software;
d. Assists physicians with development and use of dictation templates; and
e. Educates physicians on dictation.
f. Monitors user access to transcription system for HMH HIM; adding/deleting users as required.
g. Monitors HMH physicians¿ access to dictation system ensuring departed physicians¿ access is removed.
4. Provides support for activities related to the development and approval of new medical record forms; coordinates the review and approval processes; communicates with the forms¿ vendor.

EDUCATION REQUIREMENTS
o High School diploma or equivalent education (examples include: GED, verification of homeschool equivalency, partial or full completion of post-secondary education, etc.)  
o Bachelor's degree in health information management, computer science, or related field preferred.

EXPERIENCE REQUIREMENTS
o Minimum of five years of experience in medical record imaging systems or electronic medical records.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
o Demonstrates the skills and competencies necessary to safely perform the assigned job, determined through on-going skills, competency assessments, and performance evaluations.
o Sufficient proficiency in speaking, reading, and writing the English language necessary to perform the essential functions of this job, especially with regard to activities impacting patient or employee safety or security.
o Ability to effectively communicate with patients, physicians, family members and co-workers in a manner consistent with a customer service focus and application of positive language principles.
o Proficiency with McKesson¿s Horizon Patient Folder imaging system and business processes. 
o Ability to identify and resolve problems of varying degrees of complexity using strong analytical and logic skills. 
o Ability to lead multiple projects of varying degrees of complexity. 
o Ability to plan, conduct, lead, communicate, and document HIM information system testing.
o Ability to perform business requirement assessments of HIM information systems.
o Ability to facilitate and lead communication between business stakeholders, technical resources and third parties for business requirements and technical solutions. 
o Advanced experience with development of stored procedures for HPF Workflow using SQL and running SQL queries.
o Advanced experience with ability to monitor and pull reports using SQL scripting.
o Advanced experience with resolving issues related to Horizon Physician Portal (HPP) TMH network connectivity and browser-based skills.
